Emergency Action Plans

Do you operate a bulk LP gas plant facility with more than 10 employees? If so, you are required by OSHA to have a written Emergency Action Plan. If you have a propane company but do not operate a bulk LP gas plant, you may be required to have an Emergency Action Plan as well. It is recommended by propane safety experts that all propane marketers have a written Emergency Action Plan in place. Without a written Emergency Action Plan, your company could be at risk for expensive regulatory fines and potentially dangerous scenarios.

OSHA 1910.38 requires facilities with more than 10 employees to have a written Emergency Action Plan to protect employees and the company from hazardous situations. The Emergency Action Plan serves as a guide for employees in the event of an emergency at your facility.

OSHA Emergency Action Plan Requirements

Emergency Action Plan Training

Propane marketers must designate and train employees to follow Emergency Action Plan procedures to assist in a safe and orderly evacuation of other employees.

Security Alarm

Employee Alarm System

Propane marketers must have and maintain an employee alarm system. This system must use a distinctive signal for each purpose.

Protocol and Procedures for Emergencies

This includes procedures for reporting a fire or other emergency, procedures for emergency evacuation and exit route assignments, procedures to be followed by employees who remain to operate critical plant operations before evacuation, and procedures to account for all employees after evacuation.

Regular Review of Emergency Action Plan

Propane marketers must review the Emergency Action Plan with each employee covered by the plan:

  • When the plan is developed or the employee is initially assigned to a job
  • When the employee’s responsibilities under the plan change
  • When the plan is changed
